TexStar Midstream Logistics Pipeline LP launched a 30-day open season on Aug. 18 for commitments from interested parties for service on the new TexStar East Texas Pipeline. The pipeline will transport Eaglebine crude and condensate from Madison, Walker, Grimes and Montgomery counties, Texas, to the Houston Ship Channel. TexStar will operate the pipeline as a common carrier system under a Federal Energy Regulatory Commission (FERC) tariff.
The pipeline will have a transport capacity of about 200,000 barrels per day (bbl/d) of crude oil and condensate. TexStar plans to build and operate the 120-mile, 16-inch pipeline and has already received commitments from an energy company and select producers in the Eaglebine for 50,000 bbl/d of capacity.
TexStar plans to begin construction in September, with the pipeline expected to be fully operational in first-quarter 2016. TexStar is also purchasing existing rights of way in the Houston area currently owned by Silverado Pipeline LLC to expedite the project. Silverado plans to participate in the pipeline project through joint-venture ownership.
