NuStar Logistics LP began the second binding open season for the South Texas crude oil pipeline system, the company said April 2. It is an affiliate of NuStar Energy LP (NYSE: NS). The open season began that day and ends April 23.

The Eagle Ford-area pipeline system currently has more than 200 miles of transmission and gathering lines spanning LaSalle County, McMullen County, Frio County and Live Oak County, Texas. It continues to Corpus Christi, Texas, in Nueces County.

Highway 99 in McMullen County, Texas, is a desired origin point for the pipeline in the open season plans.

The second binding open season will allow shippers to sign a throughput and deficiency (T&D) agreement for firm transportation rights on the system at any of the four origin points, including the new point.

Also, shippers committed for the first expansion can amend existing T&Ds to add Highway 99 as an origin point.

The pipeline’s first expansion is nearing completion. Construction has resulted in an additional 10,000 barrels per day available for a firm volume commitment, after a 10% set-aside for walk-up shippers. Deliveries into the proposed Highway 99 origin would need to be under the 45-degree API gravity common grade.

NuStar Energy LP is a midstream MLP based in San Antonio.
