The Federal Energy Regulatory Commission (FERC) revised its schedule for the completion of the environmental impact statement (EIS) for Constitution Pipeline Co. LLC’s and Iroquois Gas Transmission System LP’s Constitution Pipeline and Wright Interconnect projects, according to a notice issued by the FERC.
On Dec. 13, 2013, the FERC issued the projects’ first notice of schedule, identifying June 13, 2014, as the EIS issuance date. The FERC was not able to meet that date, which has now revised the EIS issuance date, so that it now falls on Oct. 24, 2014. The 90-day federal authorization decision deadline now falls on Jan. 22, 2015.
In an Aug. 19 report titled “Constitution EIA Delayed,” Morgan Stanley said, “If all targets were pushed back by the same amount as the EIS delay, this would equate to an in-service date for Constitution of approximately April 1, 2016. This date compares to our base-case assumption for a July 1, 2016, startup date.”
