Quantum Energy Inc. and joint venture (JV) partner Native Son Refining LLC filed a minor source air quality construction permit application for a crude processing facility with the North Dakota Health Department’s division of air quality, the company said July 29.
The facility will process 40,000 barrel per day (Mbbl/d) on land Quantum has under option in the Berthold area. Estimated output is 18,400bbl/d of gasoline, 13,200bbl/d of diesel #2, 5,600bbl/d of diesel #1 and 2,800 bbl/d of AGO/bottoms.
Quantum Native Processing Partners LLC is a JV special purpose entity created by Quantum and Native Son.
Andrew Kacic, CEO of Quantum, said Native Son’s engineering was completed and an application was in hand. Quantum had sites ready for the permit process. The JV arose logically, he said.
The 40Mbbl will double Quantum’s proposed 20Mbbl/d plan, Robert L. Monday, Native Son’s founder, added. The permitting process is expected to take four to six months, he said.
The Berthold refinery’s annual revenues, at June prices, are about $1.2 billion. The capital commitment to build the facility is estimated at $645 million.
